Requires law enforcement agencies to redact faces and identifiable body parts from body-worn camera recordings before releasing them to the public, except for subjects of police investigations or enforcement actions.

Mandates redactions for individuals appearing in private locations not open to the public or in public locations where they had a reasonable expectation of privacy.

Requires redactions for crime victims or witnesses, and for persons in a state of undress where groin, buttocks, or female breasts are not covered.

Allows individuals to waive redaction requirements by providing law enforcement agencies with a written waiver to release unredacted video recordings.
