Amends Arizona Revised Statutes section 13-2909 to expand the definition of residential picketing as a criminal offense.

Adds an objective standard to the law by making residential picketing illegal if actions are such that a reasonable person would find them harassing, annoying, or alarming, in addition to the existing requirement of intent to harass.

Maintains that residential picketing is prohibited before or about the residence or dwelling place of an individual, excluding residences also used as the principal place of business.

Keeps residential picketing classified as a class 3 misdemeanor.
