Amends Arizona Revised Statutes Section 16-828 regarding the use of proxies at political party meetings.

Allows political parties to prohibit the use of proxies entirely at their meetings through their bylaws, rather than being required to allow them with restrictions.

Removes previous requirements that proxies given by state committee members could only go to qualified electors in the same county, and proxies from county committee members could only go to qualified electors in the same precinct.

Eliminates the requirement that proxies be attested by a notary public or two witnesses.
