HB 2027 Summary

• Amends section 15-393 Arizona Revised Statutes to revise career technical education district (CTED) governance, operations, and student funding provisions.

• Modifies average daily membership calculations for students in approved CTED programs, allowing students to generate ADM of up to 1.75 for instruction received during any hour of day, any day of week, and any time between July 1 and June 30 of each fiscal year.

• Establishes that ADM is calculated by dividing instructional hours by 600 hours with tiered increments: 150-299 hours equals 0.25 ADM, 300-449 hours equals 0.5 ADM, 450-599 hours equals 0.75 ADM, and 600+ hours equals 1.0 ADM.

• Requires CTEDs to operate on an in-demand regional education list compiled by the office of economic opportunity, with funding for grade nine students contingent on reaching the fortieth day of grade eleven enrollment in an approved program on that list.

• Expands CTED annual reporting requirements to include centralized campus, satellite campus, and leased centralized campus data; program completion rates; certifications and licenses earned; and maintenance of effort compliance for member school districts.
