Amends A.R.S. § 23-391 to include employees of the Arizona state hospital in overtime compensation provisions for work exceeding normal workweek hours.

Allows the Arizona state hospital to establish a workday definition for employees regularly scheduled to work shifts spanning two calendar days, with the workday defined as the day a majority of hours are scheduled or the day the shift ends if hours are equally split.

Prohibits adjustment of scheduled shift start and end times to avoid overtime payment obligations.

Amends A.R.S. § 41-2501 to exempt the Department of Health Services from procurement chapter requirements for contracts providing medically necessary physical health care to individuals under Arizona state hospital care.
