• Career technical education districts (CTEDs) may offer accredited associate degrees in programs listed on the in-demand regional education list, subject to regional or national accreditation and state licensure requirements.

• CTEDs must submit comprehensive reports to the board before authorization, including program details, market demand evidence, learning outcomes, enrollment projections, faculty recruitment plans, and proof of credit transferability to other institutions.

• CTEDs located in counties with public universities or community colleges must notify those institutions 60 days before submitting degree program reports; institutions have 30 days to provide written responses but cannot prevent the CTED from offering the degree.

• CTEDs must submit detailed five-year reports to the joint legislative audit committee and annual reports to the governor and legislature covering enrollment, completion rates, costs, workforce demand, job placement, and tuition information.

• Associate degree program operational costs must be funded through student tuition and program fees with no additional taxpayer dollars required.
