Amends Arizona Revised Statutes Section 15-2404 regarding Arizona Empowerment Scholarship Accounts (ESAs).

Requires qualified schools accepting ESA payments to notify parents or guardians in writing about specific special education services and educational therapies the school will provide before parents pay tuition or fees.

Notification requirement applies only to prospective students meeting specific qualified student criteria related to special education needs and is not required for subsequent years of enrollment at the same school.

Clarifies that qualified schools are not required to alter their creed, practices, admissions policies, or curriculum to participate in the ESA program.

Maintains that government agencies cannot exercise control or supervision over nonpublic schools or homeschools participating in the program.
