Amends section 36-411 of Arizona Revised Statutes to modify fingerprinting requirements for employees, owners, volunteers, and contracted persons at residential care institutions, nursing care institutions, and home health agencies.

Removes previous exemptions that allowed employees to avoid re-fingerprinting if remaining with the same employer for two years and removes the exemption for persons approved before May 7, 2001.

Clarifies that volunteers and contracted persons providing medical, nursing, behavioral health, health-related, home health, or direct supportive services must obtain valid fingerprint clearance cards or apply within twenty working days of beginning work.

Allows persons pending a good cause exception decision to continue work under direct visual supervision of someone with a valid fingerprint clearance card.

Defines "direct supportive services" to include assistance with ambulating, bathing, toileting, grooming, medication self-administration, janitorial services, and transportation provided in residents' rooms or non-common areas.
