Amends Arizona's medical and recreational marijuana laws to add new definitions including "batch," "cultivation site," and "strain" to the regulatory framework for marijuana establishments and testing facilities.

Establishes batch numbering and testing requirements for marijuana products, with independent third-party laboratories required to upload certificates of analysis to the department within five calendar days of completing tests.

Creates a social equity ownership program to promote marijuana establishment and testing facility ownership by individuals from communities disproportionately impacted by previous marijuana law enforcement.

Authorizes the department to contract with third parties beginning January 1, 2024, to collect and test random samples of marijuana at dispensaries and establishments to verify that certified test results match products being sold.

Permits nonprofit medical marijuana dispensaries and marijuana establishment licensees to become "dual licensees" operating at shared locations upon notification and payment of applicable fees to the department.
