Requires school districts and charter schools to obtain written parental permission before providing sex education instruction to pupils, with curricula made available for parent review at least two weeks before instruction begins.

Raises the minimum grade for sex education instruction from grade five to grade six, while permitting health instruction on personal safety and Arizona health standards in kindergarten through grade five.

Requires sex education curricula to be age-appropriate, medically accurate, promote abstinence, discourage drug abuse, and dispel myths about HIV transmission; instruction may not violate laws on indecent exposure or harmful materials to minors.

Mandates school district and charter school governing boards to conduct at least two public hearings and allow 60 days for public review and comment before approving any sex education course of study.

Repeals section 15-716 (relating to AIDS instruction opt-out rights) and requires existing sex education curricula to be reviewed and revised by December 15, 2022 to comply with these new requirements.
