Establishes a literacy endorsement requirement for all certificated and noncertificated teachers providing literacy instruction in kindergarten through grade five, effective August 1, 2025.

Requires certificated teachers receiving certificates after August 1, 2025 to obtain the literacy endorsement within three years; teachers with earlier certificates and all noncertificated teachers must comply by August 1, 2028.

Literacy endorsement requires completion of evidence-based science of reading training and passing an assessment demonstrating ability to teach foundational reading skills, implement high-quality instructional materials, and provide interventions for students with reading deficiencies including dyslexia.

Allows local education agencies to verify teacher proficiency in science of reading through classroom observations and student achievement data, exempting those teachers from coursework and assessment requirements.

Requires approved educator preparation programs in elementary and early childhood education to include courses necessary for literacy endorsement beginning August 1, 2022.
