Prohibits teachers, principals, and school employees from inflicting physical pain on pupils as a form of discipline (corporal punishment).

Defines corporal punishment as inflicting or causing physical pain for discipline purposes, excluding incidental minor physical contact needed to maintain school order and safety.

Allows restraint and seclusion techniques only when a pupil poses imminent danger to themselves or others and less restrictive interventions are insufficient, with continuous monitoring and specific safety requirements.

Removes outdated language from section 15-843 allowing school governing boards to establish procedures for corporal punishment if authorized.

Maintains existing provisions for reasonable physical force by school personnel in self-defense, defense of others, and defense of property.
