Amends Arizona Revised Statutes Section 16-241 to allow registered independent voters (those without a political party designation) to participate in presidential preference elections by selecting a political party's ballot.

Presidential preference elections remain scheduled for the Tuesday immediately following March 15 in presidential election years, or on a later date if the governor issues a proclamation at least 180 days in advance.

Presidential preference elections continue to be conducted according to primary election procedures and all applicable state election laws, with the same duties assigned to county boards, election officers, and precinct boards.

All election law violations applicable to primary elections also apply to presidential preference elections with the same penalties.
