Amends section 8-509 to allow the department to waive fingerprint clearance card requirements for kinship foster care parents for good cause, applying criteria from section 41-1758.07.

Requires kinship foster care parents receiving a fingerprint waiver to receive a restricted license that applies only to the specific children placed with them for kinship foster care.

Updates section 8-514.03 to specify that kinship foster care parents obtaining a restricted license under section 8-509 subsection C are eligible to receive full foster care benefits.

Restructures foster home licensing provisions in section 8-509 by renumbering subsections A through K to subsections A through L for organizational clarity.

Repeals the prior version of section 8-514.03 amended by Laws 2018, chapter 153, section 3.
