Amends section 36-2936 of Arizona Revised Statutes to modify preadmission screening requirements for the Arizona Long-Term Care System (ALTCS)

Requires preadmission screenings to be conducted telephonically or virtually unless the administration determines an in-person assessment is necessary or the applicant requests one

Mandates the administration provide notice to applicants explaining the purpose of screening and their right to request in-person assessment and accommodations under the Americans with Disabilities Act

Establishes that screenings must be completed by a registered nurse or social worker with physician consultation available, and physicians may use their medical judgment to determine applicant eligibility

Allows persons who fail initial institutional services screening but meet functional thresholds to receive home and community-based services, with a maximum of 90 days to relocate from institutional settings to approved community-based settings
