Repeals existing sections 19-102.01 and 19-111.01 and creates new section 19-111.01 allowing political committees to submit proposed ballot measure descriptions to the attorney general for approval before submitting initiative or referendum petitions, with challenges to approved descriptions requiring filing within 10 days in superior court.

Amends section 19-118 to establish circulator registration requirements for statewide initiative and referendum measures, requiring non-resident and paid circulators to register with the secretary of state and disqualifying signatures collected by unregistered circulators.

Prohibits circulator registration for individuals with prior civil or criminal penalties under election law within 5 years, those convicted of felonies without restoration of rights, or those convicted of fraud, forgery, or identity theft.

Amends section 19-125 to require the attorney general's approval of ballot measure descriptive titles and mandates posting of approved summaries on state websites at least 30 days before ballots are printed.

Declares legislative intent to restore the people's constitutional right to legislate by initiative and referendum.
