Amends abortion clinic regulations to allow medication abortions via telehealth encounters, exempting them from certain in-person ultrasound and physical examination requirements.

Modifies informed consent requirements for abortion procedures to exclude telehealth medication abortion encounters from the 24-hour pre-procedure ultrasound and heartbeat auscultation mandate.

Reduces the gestational age threshold from 12 weeks to 11 weeks for requiring ultrasound-based fetal age estimation using the Hadlock measurement system.

Exempts telehealth medication abortion encounters from ultrasound result review and reporting requirements that normally apply to second and third trimester abortions.

Repeals section 36-3604 of Arizona Revised Statutes.
