Amends Arizona Revised Statutes section 16-1005 relating to ballot abuse crimes and early ballot collection.

Repeals the class 6 felony prohibition on knowingly collecting voted or unvoted early ballots from another person, removing the criminal restriction on ballot collection.

Removes exceptions that previously allowed family members, household members, and caregivers to collect early ballots without criminal liability.

Retains class 5 felony penalties for offering or receiving consideration in exchange for ballots, possessing ballots with intent to sell, operating unauthorized ballot drop-off sites, and failing to turn collected ballots into election officials or postal service.

Retains class 4 felony penalty for pattern of ballot fraud, defined as offering or providing consideration to three or more persons to acquire their ballots.
