• Requires agricultural improvement districts to offer buy-through programs by January 1, 2024, allowing retail customers to direct electricity purchases subject to terms that maintain system reliability and prevent cost shifts to non-participating customers.

• Mandates public power entities participate in and support independent system operators or other coordination efforts for scheduling generation and transmission within the state or region.

• Removes antitrust law exemptions for competitive electric generation service provided by cooperatives and public service corporations while maintaining exemptions for non-competitive activities.
