Amends Arizona Revised Statutes Section 42-1117 to clarify that the director of the department of administration has authority over tax refund account transfers.

Establishes a tax refund account within the state general fund from which the director shall draw amounts necessary to make tax refunds.

Authorizes the director to transfer excess amounts from the tax refund account to the state general fund during the fiscal year if the account balance exceeds refund requirements.

Requires any tax refund account balance exceeding $500,000 on June 30 of each year to be transferred to the state general fund.
