Amends Arizona Revised Statutes Section 26-311 to prohibit mayors and county board chairmen from ordering the closure of businesses during declared local emergencies.

Allows emergency declarations and other regulatory powers to preserve peace and order, including imposing curfews, closing public buildings and streets, and calling on law enforcement agencies.

Clarifies that political subdivisions and state agencies may provide mutual aid to affected areas during local emergencies in accordance with emergency plans.
