HB 2121 - Insurance; Omnibus

• Requires the Department of Insurance to post consumer-friendly information on flood insurance, homeowners' insurance flood exclusions, and high-risk fire area designations on a publicly accessible website.

• Modifies electronic delivery of insurance notices to require insurers uploading documents to portals to send a separate notice describing the uploaded material, and clarifies oral consent requirements with written records or archived recordings.

• Requires insurers offering casualty and property insurance for residential properties to provide policyholders information about obtaining flood insurance and the National Flood Insurance Program.

• Allows Medicare supplement insurers to offer early enrollment discounts that diminish over time without being considered attained age rating, with required disclosure to applicants of how discounts will diminish.

• Eliminates certain reporting requirements for health care insurers regarding creditable coverage certificates when federal preexisting condition exclusion prohibitions supersede those requirements, and directs the State Forester to provide high-risk wildfire area lists to the Department of Insurance.
