HB 2124 Summary

• Eliminates tuition charges for high school pupils from common school districts not within high school districts, effective July 1, 2023, and establishes a countywide average per pupil equalization base funding mechanism instead.

• Requires county boards of supervisors to levy an additional tax equal to the countywide average per pupil equalization base for high school pupils multiplied by the number of resident high school pupils in common school districts not within high school districts.

• Repeals section 15-951 (District additional assistance provisions for common school districts not within high school districts) effective June 30, 2023.

• Modifies unified school district formation rules to clarify that high school pupils' school membership is deemed enrollment in their home district for student count and state aid apportionment purposes, rather than the unified district.

• Allows school districts offering high school services to request grant monies from the extraordinary special education needs fund for fiscal years 2023-2026 if they experience financial impacts from accepting special education students previously covered by tuition.
