Amends Arizona hazardous waste program fee provisions in sections 49-922 and 49-931 of the Arizona Revised Statutes.

Removes requirement for joint legislative budget committee review and public notice/comment process for hazardous waste permit application fees and generator/disposal fees established by administrative rule.

Eliminates restriction preventing the department from increasing hazardous waste fees by rule after September 30, 2013 without specific statutory authority.

Repeals pollution prevention planning fee reduction provision that allowed hazardous waste generators and facility operators to pay one-half fees through July 1, 2012 if meeting pollution prevention requirements.

Makes clarifying grammatical and technical edits to statutory language regarding fee requirements and definitions.
