Amends section 41-1057 of the Arizona Revised Statutes regarding exemptions from administrative procedures requirements.

Modifies the Corporation Commission exemption to apply only when the Commission is exclusively exercising its plenary ratemaking authority.

Requires the Corporation Commission to adopt substantially similar rule review procedures to those in the article and make proposed procedures available to the public before initiating any rulemaking process.

Removes the requirement for the Corporation Commission to prepare economic impact statements and statements regarding effects on small business as part of its rule review procedures.

Allows exempt agencies to voluntarily follow the article's requirements instead of section 41-1044 for particular rulemaking and file a statement with council indicating such election.
