Amends Arizona Revised Statutes section 49-210 to include section 49-211 in the water quality fee fund, which consists of monies appropriated by the legislature and fees received from various water quality programs.

Establishes a new direct potable reuse of treated recycled wastewater program under section 49-211, requiring the director to adopt rules by December 31, 2024, establishing permitting standards and a permit application process.

Requires the director to establish permit fees by December 31, 2024, sufficient to administer the direct potable reuse program, with collected monies deposited into the water quality fee fund.

Appropriates $1,500,000 from the state general fund in each of fiscal years 2022-2023 and 2023-2024 to the water quality fee fund to operate the direct potable reuse of treated recycled wastewater permitting process.
