Amends Arizona Revised Statutes Section 33-1551 to limit liability for property owners, lessees, and occupants to cases involving willful, malicious, or grossly negligent conduct that directly causes injury to recreational or educational users.

Recreational and educational users assume risks of their activities and must exercise reasonable care; property owners are not liable for unknown conditions on land.

Installing safety warnings or making safety improvements does not create liability, nor does failing to maintain such warnings or improvements if no other basis for liability exists.

Applies liability protections to governmental entities, nongovernmental organizations, and persons providing maintenance, improvements, or support for land open to public recreational or educational use.

Users of another's land remain liable for any damage they cause to the property, livestock, or crops while on that land; the law does not relieve users of their obligation to exercise care or liability for attractive nuisances.
