Prohibits homeowners associations in planned communities from banning artificial turf on member properties if natural grass is permitted, except during periods of declarant control.

Allows associations to adopt reasonable rules regarding artificial turf installation and appearance, including regulating location, percentage of property coverage, and quality standards comparable to natural grass restrictions.

Permits associations to require removal or replacement of artificial turf if it creates health or safety issues or is not properly maintained.

Allows associations to prohibit artificial turf only in areas the association is required to maintain or irrigate, or in communities that have prohibited new natural grass installation.

Awards reasonable attorney fees and costs to the prevailing party in court actions alleging violations of this section.
