Amends Arizona Revised Statutes section 15-456 regarding jurisdiction of county boards of supervisors and county school superintendents over joint common school districts.

Changes language from "which" to "that" when referring to territory that will be within a proposed joint common school district.

Replaces specific statutory section citations (15-429, 15-453 through 15-455, 15-457, 15-491, 15-975, and 15-997) with general language stating authority "as otherwise provided for the joint common school districts."

Clarifies that the county school superintendent of the jurisdictional county performs duties for the joint common school district as required by statute.

Maintains that boards of supervisors of non-jurisdictional counties shall levy school district taxes on property within the joint common school district located in their county.
