Amends section 41-2407 of Arizona Revised Statutes to modify the victim compensation and assistance fund administered by the Arizona Criminal Justice Commission.

Expands eligible compensation costs to include Native American ceremony or burial expenses considered reasonable and customary funeral expenses.

Expands mental health counseling and care eligibility to include services provided by tribal health care organizations, Indian Health Services, Veterans Administration providers, and urban Indian health programs.

Prohibits licensed health care providers from debt collection activities on claimants who have filed claims with victim compensation programs, except for routine billing or status inquiries, until a claim award is made or claim is deemed noncompensable.

Clarifies that licensed health care providers who accept full allowable payment from victim compensation programs must accept it as full payment and cannot seek additional payment from victims, except for unpaid balances if program funding is insufficient.
