Amends Arizona Revised Statutes sections 11-321, 11-831, 32-2185.09, and 33-422 to strengthen enforcement against persons who unlawfully divide land to avoid subdivision laws by acting in concert.

Allows counties to deny building permits for one or more lots if a cease and desist or similar notice has been sent regarding an investigation for unlawful acting in concert under section 11-831.

Requires land division applicants to sign an affidavit acknowledging that it is unlawful to divide parcels into six or more lots through a series of owners, conveyances, or other methods to circumvent subdivision laws.

Increases civil penalties for subdividers selling or leasing lots without proper public reports from $5,000 to $10,000 per infraction and maintains the $1,000 penalty for other violations.

Updates the disclosure affidavit form required when selling five or fewer parcels to include explicit notice that the property is not subject to investigation or findings that it was divided to avoid subdivision laws by acting in concert.
