• Establishes new definitions for "restricted driver license monitor," "restricted driver license monitor provider," and "case management service provider" to create a monitoring system for special ignition interlock restricted driver licenses.

• Requires installation and maintenance of a restricted driver license monitor on vehicles operated by persons holding a special ignition interlock restricted driver license issued under section 28-1402.

• Mandates real-time electronic reporting to the department of violations including tampering, circumvention, failed compliance tests, alcohol concentration violations, and driving restriction violations detected by ignition interlock manufacturers, case management service providers, or restricted driver license monitor providers.

• Extends ignition interlock device and license restriction periods by six months if a person violates driving restrictions placed on their special ignition interlock restricted driver license two or more times during the restriction period.

• Removes criminal misdemeanor penalties for first-time or second-time violations of driving restrictions by persons with special ignition interlock restricted driver licenses when violations are detected by ignition interlock manufacturers or case management service providers.
