• Appropriates $30,121,100 from the children's health insurance program fund and $1,078,032,800 in expenditure authority to the Arizona Health Care Cost Containment System Administration to implement the American Rescue Plan Act of 2021 home and community-based services spending plan.

• Appropriates $362,700,000 in expenditure authority to the Department of Economic Security Division of Developmental Disabilities to implement the American Rescue Plan Act of 2021 home and community-based services spending plan.

• Appropriates $15,100,000 in expenditure authority to the Department of Child Safety to continue existing functionality and claim available federal monies before expiration.

• Prohibits the Arizona Health Care Cost Containment System Administration from using appropriated monies for marketing and requires recipients of direct payments or grants to be notified that funding is one-time.

• Requires quarterly reports to the Joint Legislative Budget Committee on spending plan changes and exempts all appropriations from lapsing provisions under Arizona Revised Statutes section 35-190.
