Allows the attorney general to sue individual members of public bodies for knowing or reckless violations of open meeting laws, in addition to suits against the public body as a whole.

Increases civil penalties from a maximum of $500 for second offenses and $2,500 for third offenses to more than $500 for first offenses and more than $10,000 for second and subsequent offenses.

Prohibits public bodies from paying civil penalties on behalf of individual members found liable for knowing or reckless violations of open meeting laws.

Adds authority for courts to require members of public bodies to attend training on public meetings as directed by the attorney general, the attorney general's designee, or the ombudsman-citizens aide.

Clarifies that public bodies cannot use public funds for legal representation in open meeting law violation cases unless authorized by law and approved at a properly noticed open meeting.
