Superintendent of Public Instruction shall establish a state seal of career and college readiness program beginning in the 2023-2024 school year to recognize high school graduates who achieve proficiency in department-approved career and technical education programs.

Superintendent shall create a state seal to be affixed to diplomas and noted on transcripts of qualifying students and shall deliver seals to participating public school districts and charter schools.

Participation in the program is voluntary for school districts and charter schools, which must notify the superintendent of their intent to participate.

Participating school districts and charter schools must identify eligible students annually to the state director of career and technical education and affix the seal to diplomas and transcripts of students meeting requirements.

State Board of Education, in collaboration with the Department of Education and career technical education districts, shall adopt minimum program requirements and may adopt necessary rules.
