• Adds the Arizona Department of Housing to the list of agencies that can require fingerprinting and background checks under Arizona's fingerprinting statutes.

• Requires applicants for manufactured housing licenses (manufacturer, dealer, broker, salesperson, installer) to submit a valid fingerprint clearance card issued under section 41-1758.03 before receiving or holding a license.

• Prohibits the Department of Housing from issuing a license until receiving a valid fingerprint clearance card and mandates license suspension if the clearance card is determined invalid and not replaced within 10 days.

• Increases civil and administrative penalty limits from a fixed $1,000 maximum to amounts determined annually by the U.S. Department of Housing and Urban Development for violations of manufactured housing regulations.

• Makes technical amendments to statutory definitions and references related to the fingerprinting and licensing requirements for the housing department.
