Amends Arizona Revised Statutes Section 28-337 regarding high occupancy vehicle (HOV) lanes and monitoring of single occupancy vehicles authorized under existing law.

Establishes a priority use system for HOV lanes when degraded, prioritizing: passenger vehicles with 2+ occupants, public transit buses, buses with 2+ occupants, motorcycles, alternative fuel vehicles, and low emission/energy efficient vehicles.

Defines a degraded HOV lane as one where vehicles fail to maintain 45 miles per hour or greater 90 percent of the time over a consecutive 180-day period during morning and evening weekday peak-hour periods.

Requires the Department of Transportation to limit lane use to vehicles in priority order and maintain restrictions while degradation persists.

Makes technical corrections to statutory language, changing "per cent" to "percent" and "peak hour" to "peak-hour".
