Amends Arizona school capital finance laws to allow school districts to apply for new school facilities fund monies to renovate or replace existing school buildings that pose health or safety threats and are beyond their useful life.

Establishes eligibility requirements for renovation/replacement projects including facility condition assessments, lack of underutilized facilities within five miles, minimum enrollment thresholds, and adequate school performance ratings.

Limits renovation and replacement project scope based on pupil enrollment, geographic factors, and compliance with minimum adequacy standards prescribed in section 41-5711.

Clarifies that projects funded through the new school facilities fund for renovation or replacement are not eligible for building renewal grant fund monies.

Effective date: December 31, 2022.
