Requires parents of students accepting scholarships from school tuition organizations (STOs) to sign an agreement that their child will take annually a nationally standardized achievement test, statewide assessment, or college/university admission exam in reading and mathematics for grades 3-12, beginning in 2022-2023 school year.

Exempts students with disabilities under Section 504 of the Rehabilitation Act, students identified as children with disabilities under Arizona law, and children receiving special education services from the testing requirement.

Requires qualified schools enrolling scholarship students to annually post aggregate test scores on their websites by school site and grade level for all nationally standardized tests, statewide assessments, and college/university admission exams.

Amends school tuition organization operational requirements to prohibit awarding scholarships to students whose parents have not signed the testing agreement required by the bill.

Applies the same testing requirements and prohibitions to Arizona empowerment scholarship account (ESA) participants, making the testing agreement a condition of enrollment in both programs.
