Amends Arizona Revised Statutes Section 28-363 to add new duties for the ADOT director regarding autonomous vehicle oversight and testing standards.

Requires ADOT director to develop statewide training curriculum for autonomous vehicle operators, passengers, and emergency personnel on vehicle technology limitations, benefits, and emergency response procedures.

Mandates ADOT director to establish privacy protections ensuring that autonomous vehicle travel data is used only for aggregate purposes and that personally identifying information of vehicle occupants is protected.

Requires ADOT director to submit annual reports by November 1 to the governor, legislature, and secretary of state detailing the number of autonomous vehicles being tested, testing locations (closed courses, testing sites, or public roads), and automation levels.
