Enacts the "Agreement Among the States to Elect the President by National Popular Vote" as Arizona Revised Statutes Title 16, Chapter 9.

Requires member states to conduct statewide popular elections for president and vice president, with the presidential slate winning the national popular vote receiving all of that state's electoral votes.

Takes effect when states collectively possessing a majority of electoral votes (270 of 538) have enacted the agreement in substantially the same form.

Allows member states to withdraw from the agreement, except withdrawals cannot take effect within six months of the end of a presidential term.

Terminates the agreement if the Electoral College is abolished.
