Establishes the medical services purchase program study committee consisting of 13 members including legislators, state health officials, and representatives from small business, healthcare, hospital, and patient advocacy organizations.

Committee shall research and make recommendations for establishing a medical services purchase program, focusing on the feasibility of allowing individuals to access insurance coverage through Arizona's existing Medicaid program.

Committee members are not eligible for compensation but may receive expense reimbursement; all hearings shall be open to the public.

Committee must submit findings and recommendations report to the governor, president of the senate, and speaker of the house of representatives by March 1, 2023.

Committee authority expires June 30, 2023.
