Reduces the maximum percentage of monies the Department can spend on annual regulatory and enforcement costs from 10 percent to 8 percent for both fantasy sports contests (Section 5-1212) and event wagering (Section 5-1318).

Requires remaining monies in the fantasy sports contest fund to be transferred to the state general fund after the Department's allowable regulatory expenses are paid.

Repeals a prior version of Section 5-1318 (as amended by Laws 2021, chapter 405, section 3) and replaces it with a new version governing event wagering fees and fund administration.

Establishes that event wagering operators must pay fees based on adjusted gross event wagering receipts, with fees due by the 25th day of the month following the month receipts were received.

Requires the event wagering fund to transfer all remaining monies to the state general fund on the 25th of each month after the Department's allowable regulatory expenses are deducted.
