Amends Arizona Revised Statutes Section 36-1606 to regulate overnight use of permissible consumer fireworks by cities and counties.

Prohibits use of permissible consumer fireworks between 11:00 p.m. and 8:00 a.m. on all days, except December 31 at 11:00 p.m. through January 1 at 1:00 a.m. and July 4 at 11:00 p.m. through July 5 at 1:00 a.m.

Applies to both counties with populations over 500,000 and under 500,000 persons within their respective jurisdictions.

Maintains existing state preemption that prevents local regulation of permissible consumer fireworks beyond specified exceptions related to sale dates, use dates, proximity to preservation lands, and fire restrictions.
