Amends Arizona Revised Statutes section 15-913.01 to require each county jail to offer education programs to prisoners age 21 or younger without a high school diploma or GED.

Expands eligible population to include prisoners with disabilities up to age 21, and prisoners under 18 years of age.

Allows counties to operate jail education programs through accommodation schools at 72 percent of standard funding, or through separate county jail education funds with base and variable amounts.

Appropriates $114,000 from the state general fund in fiscal year 2022-2023 to the superintendent of public instruction for distribution to county school superintendents for county jail education programs.
