Prohibits use of unmonitored ballot drop boxes for receipt of voted ballots by county recorders or election officers.

Allows ballot drop boxes only when located inside polling places, voting centers, or election offices where election staff is present and monitoring compliance.

Requires video surveillance 24 hours per day at locations where election staff cannot be present, with recordings retained for four years.

Exempts post office boxes, privately owned mailboxes, and cluster box units intended for U.S. mail delivery from the monitoring requirements.

Prohibits county recorders from allowing voters to receive ballots and vote from vehicles or conveyances, except as required by federal law or Section 16-581.
