Requires a vote adjudication board consisting of two judges (equally divided between the two largest political parties) overseen by an inspector to adjudicate blank ballots, determine voter intent, and tally write-in choices.

Mandates comprehensive tracking and logging of all ballot duplication and adjudication actions, including serial numbers on duplicated ballots and retention of both original and duplicate ballots.

Requires live video recording with date and time indicators of all ballot custody in tabulation rooms during counting, with links posted to the secretary of state's website and recordings retained as public records for the duration of the challenge period.

Maintains requirements for chain of custody records for all election equipment and ballots from early voting through completion of provisional voting tabulation.
