Adds requirement to voter registration form notifying registrants that if they permanently move to another state, their voter registration will be canceled.

Requires county recorders to send notice by mail to registered voters who obtained driver licenses in another state, giving them 90 days to confirm Arizona residency or face placement on inactive voter list.

Establishes process for county recorders to cancel registrations of non-U.S. citizens after sending 35-day notice and providing opportunity to submit citizenship evidence.

Requires jury commissioners to forward summary reports to secretary of state and county recorders identifying persons who stated on questionnaires that they are not U.S. citizens or do not reside in the county, with notice that non-residency or non-citizenship will result in voter registration cancellation.

Requires secretary of state to report quarterly to legislature on voter registration cancellations resulting from death reports, out-of-state driver licenses, non-citizenship claims, and non-residency claims.
