Repeals the 2021 amendment to section 41-1279.03 and reinstates the 2019 version of the statute governing auditor general powers and duties.

Adds a new duty requiring the auditor general to conduct systems and procedures audits of offices conducting the general election.

Appropriates $800,000 from the state general fund in fiscal year 2022-2023 to the auditor general for conducting election systems and procedures audits.

Makes the $800,000 appropriation exempt from lapsing provisions, allowing unspent funds to carry forward.
