Expands eligibility to participate in interscholastic and extracurricular activities at school district schools to include homeschooled children, charter school students, private school students, and distance learning participants who reside in the school's attendance area.

Requires that registration, fees, insurance, transportation, physical condition requirements, behavior standards, and performance policies for non-enrolled students be consistent with policies for enrolled students.

For interscholastic activities, requires the primary instructor of non-enrolled students to submit written verification confirming the student is passing each course and maintaining satisfactory progress toward advancement or promotion.

Prohibits homeschooled children who were previously enrolled in a public, private, or charter school from participating in interscholastic activities for the remainder of the school year in which they were enrolled.

Prohibits school districts from contracting with private entities that supervise interscholastic or extracurricular activities if those entities prohibit participation by homeschooled children, charter school students, private school students, or distance learning participants.
